Black Ops 1 runs a hybrid restriction model. Weapons and attachments are a ban-list: anything not named under Restricted is legal. Lethals, tacticals and perks are an allow-list: only what is named under Allowed is legal. All equipment is banned and killstreaks are off.
Set the match up using the settings and restrictions in these rules, then save it as a Custom Game named COD LADDERS - SND (use your ladder's mode, for example COD LADDERS - HARDPOINT). Saving it lets your opponents load the exact ruleset instantly and makes every future match quick to host, you just load the saved game.
It is recommended (not required) to restrict all banned items, attachments and scorestreaks in the in-game custom settings so illegal classes cannot be equipped. Restricting is optional, but using any restricted item in a match is a forfeit regardless, so restricting them in-game protects everyone.
Disputes are not free
Open a dispute only when you genuinely disagree about the result. Sort it out in the match chat first: agreeing and resubmitting the correct score closes it instantly with no admin involved. Disputes that go to an admin and turn out to be dishonest, faked scores, or lying about what happened, lead to strikes, and strikes lead to bans. Play honestly and disputes will never be a problem for you.

Decider map host (map 3 of a Bo3, map 5 of a Bo5): the team with the most combined rounds won across the previous maps. If combined rounds are tied, the map-1 host hosts the decider.

Glitches
Using a glitch forfeits the most recent round or the whole map depending on severity. If you see a glitch, leave the following round and say so in the match chat, then report the result you believe is correct. If the other team disagrees it becomes a dispute, and an unresolved dispute goes to an admin automatically. Banned:
The decider host is not auto-calculated, because the platform does not record per-map round counts. So this rule is honour-based: agree who won the most rounds in the match chat before you load the decider.
